Support of 2 projects: Circular Arcs in OGR Interlis and SQL compiler

The Swiss QGIS user group decided to support the following 2 projects financially with CHF 5000.- each:

1. Circular arc support in the OGR Interlis driver and in the QGIS Interlis plugin: both Interlis I and II should be supported. Caution: with Interlis I the circular arcs will only be supported in LINE and SURFACE geometry objects, not in AREA geometry types. The geometry engine handling the polygonizing of AREA objects (GEOS) can not handle circular arcs. This project is implemented by Pirmin Kalberer (Sourcepole AG)
2. SQL expression compiler: expressions built with the QGIS expression editor are executed client-side. The expression compiler aims to translate QGIS expressions to SQL expressions to be executed directly in the database server. This will be done for PostgreSQL databases only (other databases could be added later, if funding is available). With this improvement, certain rule-based renderings and nested forms with data-base relations will be displayed faster. This project is implemented by Matthias Kuhn (OpenGIS).
